National Security Service of RA Uncovered Corruption Scheme
As a result of large-scale operative-search measures and integrated investigation activities conducted by the officers of the National Security Service of the Republic of Armenia, a corruption scheme was uncovered involving a group of citizens, officials, including doctors, employees of military registration and enlistment office. In exchange for bribes, during the 2018 summer levy they organized and carried out the process of relieving, on false medical diagnoses, more than forty RA conscripts from compulsory military service or of providing deferment. Doctor Aramayis Sanosyan had a key role in a number of episodes of the functioning scheme.
According to the preliminary obtained information, the former serviceman of the republican assembly point of the RA MoD Kolya Qosakyan, being familiar with the nuances of the work of the military registration and enlistment office and using his contacts among the employees and doctors, in collision with a group of persons organized, in exchange for a bribe of up to 14 000 USD, the process of assigning by military registration and enlistment offices conscripts to civil hospitals, providing them with false medical diagnoses, then, based on the given assignments, relieving them from compulsory military service, providing deferment or granting them reserve status. Medical specialists of different medical centers, current and former employees of military registration and enlistment office assisted Kolya Qosakyan and members of his group in obtaining false medical documents; the latter transferred to them a part of the sums taken from citizens.
A criminal case on the given fact was instituted in the Investigation Directorate of the NSS of RA, dozens of persons were interrogated, nearly 20 searches were conducted as a result of which medical reports drawn with respect to conscripts, money, other documents of essential significance for the case were discovered.
It was established on one of the episodes of the criminal case that Kolya Qosakyan, by conducting his regular illegal deal, came to agreement with his acquaintance S. M., an employee of the Republican military registration and enlistment office; the latter agreed with the chief enlistment officer of the Gegharquniq marz Garik Araqelyan to relieve from compulsory military service, based on false medical diagnoses, the RA citizen N. A., in exchange for 11 000 USD. After receiving the money, Garik Araqelyan promised to settle the issue, and the process of conscript's medical examinations started, however, it was not brought to an end as officers of the NSS uncovered the case.
On the strength of obtained sufficient evidence, 3 persons are charged: Kolya Qoskyan – with the 1st count of paragraph 3 of Article 38-312 of the RA Criminal Code (Assisting in giving a bribe in especially big amount); Garik Araqelyan – with the 2nd count of paragraph 4 of Article 311 of the RA Criminal Code (Receiving a bribe in especially big amount), and Aramayis Sanosyan – with the 3rd count of paragraph 3 of Article 311 (Receiving a bribe in big amount) and the 2nd count of paragraph 4 of Article 311 of the RA Criminal Code (Receiving a bribe in especially big amount). Arrest as a pre-trial restriction is chosen towards them.
Measures are taken to establish the whole circle of persons associated with the case, as well as all the circumstances of essential significance for the case.
The NSS of RA urges citizens to abstain from illegal actions aimed at evading from military service.
